Transcoding and Transrating of Compressed Video

This document gives an overview of the algorithms available for transcoding from MPEG2 to H.264 and transrating within H.264. After a brief review of the state of the art, new algorithms are proposed. An in depth analysis of these transcoding and transrating algorithms is provided together with simulation results for various scenarios.
